Job Description

This is an exciting opportunity for an enthusiastic and self-motivated individual to join the PJHQ Finance Team. You will build and maintain strong collaborative relationships, work closely and proactively with internal and external stakeholders to inform our financial forecast requirements and Annual Budget Cycle planning submissions.  You will be encouraged to consider the government ‘Apprenticeship Scheme’ which provides access to professional development opportunities up to and including post-graduate qualifications across a range of disciplines.
The position is advertised for 37 hours per week.

You will advise, assist and support Business Units in the delivery of their objectives and outputs within allocated resources, delivering value for money and ensuring compliance with governance processes and policy direction. This will require you to work closely with finance, governance and workforce teams and to support exercise and operational planning with a requirement to be deployed. 

Responsibilities

  • Challenge and scrutinize expenditure proposals and business plans to ensure regularity, propriety, value for money, affordability and their valid contribution to our outputs.
  • Authorizing spend against operating budgets in accordance with delegated responsibility.
  • Focal point for routes to procurement, liaising with Commercial and Technical teams etc to ensure that requirements are linked to strategy and that commercial/contracting policy is adhered to.
  • iProcurement approver for Contracting, Purchasing and Finance (CP&F) requirements within delegated responsibility.
  • Delivering overall financial management of activities and spending, including collation and presentation of information against the forecast of events at meetings and management boards throughout the year.
  • Providing In-Year financial management, ensuring that activity spend is monitored and recorded against agreed Control Totals.
  • Producing long-term financial plans (the Annual Budget Cycle) for business areas, in accordance with technical instructions and timetables.
  • Advising and supporting business areas on governance matters to ensure they understand and comply with policy and financial controls.
  • Partnering effectively to manage in-year spending and identify opportunities and risks.
  • Advising budget holders on financial risks, ensuring they are identified, monitored and managed appropriately.
  • Developing a thorough understanding of the business areas, their outputs and objectives.
  • Establishing strong working and business relationships with budget holders and stakeholders.
  • Maintain currency in relevant financial and governance policies, processes and licenses.
  • Undertake any additional and unforeseen tasks and responsibilities commensurate with the C2 (HEO) grade as directed by the Line Manager (LM)
  • Support the Director of Staff with the coordination of returns for the group.
  • Provide secretariat support.

Required Knowledge, Skills, and Abilities
  • Have excellent verbal and written communication skills.
  • Must be able to work well on their own as well as part of a team.
  • High standard of IT skills including the use of Excel and Word and a familiarity with Oracle-based systems.
  • Experience working in a finance team.
  • Be able to work under pressure and to short deadlines.
  • Be flexible with work priorities when they arise and managing their time.
