Job Description

You will be part of a wider team, implementing the GFF People and Capability Strategy for the function. At the heart of this work is the need to build strong and diverse functional capacity and capability, by attracting, developing, training and retaining functional specialists across government.
Success in this role will require you to work across Departmental boundaries as a trusted partner, utilizing your professional skills and experiences building a strong network of relationships with internal and external stakeholders at all levels, including Professional Institutes and HMT technical teams amongst others to identify capability needs and promote finance professionalism to support the GFF priorities and over-arching strategy.

The role offers a great opportunity to work across organizational boundaries, linking into HMT and GFF alike.

Key accountabilities include:

  • Working with the Finance Profession Lead to build professional credibility and expertise across the Government Finance Function, including working across functional capability projects.
  • Working with the Finance Profession Lead on shaping and developing the Finance Fast Stream offer, ensuring needs of the Government Finance Function are met, views and requirement from Departments are incorporated and shaping the offer to meet the talent pipeline for the function.
  • Lead on development of strong Apprenticeship offer for the function, working with broad network including Heads of Finance Professionalism, CSHR, Apprenticeship Coordination Office, to develop a streamlined, professional, accessible offer linking to functional workforce requirements, ensuring best value for the function and optimum efficiency.
  • Support relationships with the Accountancy Institutes and other partners to support professional development and training of staff across the Government Finance Function. Lead on ensuring efficient data collection, storage and up skilling of wider team(s)
  • Lead on work to support professional alumni and project oversight of the accelerated programmes.
  • Lead on functional and professional mentoring programme.
  • Using your finance technical skills and knowledge of working in Government to provide subject matter expertise across the People and Capability team, including quality assurance of material to ensure accuracy and appropriate context for the target population.

Required Knowledge, Skills, and Abilities
  • Excellent verbal and written communication skills, able to influence key groups and individuals, representing the Function across Government.
  • Strong stakeholder management skills.
  • An excellent teammate with the ability to work flexibly across a fast paced but rewarding team.
  • Seek out opportunities to create effective change and suggest innovative ideas for improvement.
  • Review ways of working, including seeking and providing feedback.
  • Ability to work effectively with wide range of stakeholders across boundaries, making connections and bringing people along with you using strong organizational and stakeholder management skills, whilst working flexibly across a demanding but rewarding team.
  • Strong Project Management skills, with proven track record of delivering projects across Finance.
  • Finance qualified or working towards a qualification (CCAB, CIMA), or significant experience working across the finance function with excellent understanding of finance activity and roles.
